At a recent meeting with the Latah County Commissioners, the City Council was invited to submit comments/request more information about the Upper Lochsa Land Exchange proposal. A notice of the opening of the comment period on the Draft Environmental Impact Statement (DEIS) relative to the Upper Lochsa Land Exchange proposal in the Clearwater National Forest was published November 26, 2010. The original open comment period of forty-five (45) days was extended to ninety (90) days because of the notice’s proximity to the holiday season. Because of a desire by a number of potential commenters to be able to make their opinions known, the DEIS comment period was extended for an additional two (2) weeks – until March 9, 2011. Any comment needs to be postmarked on or before March 9, 2011 or received by email before midnight of March 9th (an email received will generate a bounce-back receipt to the sender). Failure to comment on the DEIS during the comment period (i.e. on or before the March 9th deadline) will foreclose the opportunity to appeal or to have standing to appeal.
